A fair and efficient taxation of savings in Italy

Promoting a path of sustainable and lasting growth is a major challenge for Italy. Investments are an essential factor for aggregate demand and productive infrastructure. They require savings, which must be properly channelled. The tax lever is a valid tool for stimulus and direction. As long as there is no European fiscal union, Italy will have to be very competitive in attracting resources, reducing bureaucracy and tax pressure on stable and non-speculative investments. Facilitating the flow of savings to medium- to long-term investments can play a decisive role in charting the growth path. This work, starting from an analysis of savings as a factor of competitiveness, describes its current tax treatment in Italy and compares it with the main Eu countries, to arrive at a proposal that encourages its lasting investment in the productive initiatives of companies of all sizes.
