The challenge posed to humanity by climate change is immense and requires a response at the planetary level. The tools to be used to win it are many and varied but the problem cannot be solved on a purely technocratic level. The natural laws, the laws in which the legal system is embodied, and also those of Economics, cannot be ignored; however, the essential prerequisites for effective and lasting action are the awareness and willingness of civil society to act.
